Telegram CEO Doesn't Know the Reason Why He Was Arrested

Bittime – Telegram CEO Pavel Durov returned to the messaging platform on Thursday, saying in a lengthy post that he was shocked to have been arrested.

Pavel Durov was also interviewed by French authorities less than two weeks ago in an investigation that has sparked debate about free speech and online criminal activity.

Pavel Durov Released on Bail

Durov was arrested at a Paris airport amid an investigation into alleged offenses related to criminal activity on Telegram, according to French prosecutors.

He was later released from police custody on $5.56 million bail while the investigation continues.

Telegram, which Durov says has 950 million users, is used as an everyday messaging tool and also as a way to circumvent authoritarian governments – but white supremacist groups and ISIS also love it.

Prosecutors are also investigating Durov for alleged "acts of violence" against his child in Switzerland.

In a Telegram post on Thursday, Durov acknowledged that the "sudden increase" in the app's users was causing growth problems that made it easier for criminals to abuse the platform.

"That's why I've made it my personal goal to ensure we significantly improve things in this regard. We've started that process internally, and I'll share more details about our progress with you soon," Durov said.

Durov said that the app's goal is to protect users in authoritarian regimes. Durov noted that the app refused to hand over "encryption keys" to Russia, resulting in a ban there.

The app was also blocked in Iran after it refused to block channels used by protesters, he said.

"We are ready to leave markets that are not compatible with our principles, because we are not doing this for money," Durov said.

Pavel Durov also said that the app has gone in cases where it "could not agree with a country's regulator on the appropriate balance between privacy and security."

Durov denied moves by French authorities to detain him personally.

"If a country is unhappy with an internet service, the established practice is to initiate legal action against the service itself," he said. 

"Using laws from the pre-smartphone era to charge a CEO with crimes committed by third parties on the platform he manages is the wrong approach."
